Issue: Why do my jobs appear in batchhold when plenty of resources are available?

Affected Versions: 5.0.1, 5.1.0,4.2.10

Symptom:

On a system where 4 procs are availible you may have a job running with 2 procs in used. The job running is a preemptee. Once a preemptor comes along wanting all 4 procs you see the preemptee preempted but the preemptor does not start.

You may see the following in the pbs_server logs:  "Invalid request MSG=Cannot run job. Array slot limit is 2 and there are already 2 jobs running
107[1].server.local"

Solution: Upgrade to 5.0.2, 5.1.1, 8.0.0, 4.2.11
