Issue: 

qsub: submit error (Request not allowed: Server shutting down)

Solution: The message means that a qterm was ran and that the server is in the process of shutting down. In rare cases a site may see a left over pbs_server PID and the message (Request not allowed: Server shutting down). If this is the case then you can kill the left over process and start pbs_server.
