Torque will not compile when the tk-devel and tcl-devel packages are installed

Issue: Torque will not compile when the tk-devel and tcl-devel packages are installed on the host.

Resolution: To work around this, disable building of the gui component by using --disable-gui when executing configure.

Affected Versions: 6.1.0
