Issue: ALPS error: apsched: required uid is missing

Affected Versions: All

Symptom:

ALPS error: apsched: required uid is missing
or
Basil request returned PERMANENT BACKEND FAILURE response: ERROR: ALPS error: apsched: required uid is missing

Solution: Not every instance will mean that this is the case however in the cases that we have indentifed this means that the wrong version of Cray binaries is install.
