If you see this message on a checkjob and the jobs can't start look at the credentials. especially User and Group. If you see one with text separated by an underscore, compare it to the info returned with 'id' in linux. If there is a space you must enable Spaces for credentials.
The error in the checkjob may look something like this
NOTE: job violates constraints for partition torque (group Tooty_Fruity does not exist on 'supercluster')

While the ID may simple have a space.
uid=1020(nburton) gid=2010(Tooty Fruity )
If you see something like that enable spaces in the config and recycle.
